Informe Especial sobre Seguridad Humana en la Ciudad de México 2006- 2008

El objetivo principal de este informe fue medir, a través de las quejas que recibe la CDHDF, la situación de ciertos derechos humanos en el Distrito Federal mediante el enfoque de la seguridad humana. Este enfoque cubre de manera integral varios aspectos de las teorías sobre derechos humanos, prevención y resolución de conflictos, pobreza y desarrollo. La seguridad humana se sostiene en los ejes de estas cuatro teorías y los correlaciona en una visión que presenta el valor agregado de evaluar de manera amplia distintos tipos de riesgos.

After two years of existence, the Human Security Journal could not ignore the issue of the Responsibility to Protect (R2P) any longer. For some, the very controversial R2P is indeed part of the human security paradigm, even though others totally reject it. While the conflict in Darfur and an eventual military intervention are still in the center of attention, the existence of a right of interference deserves to be questionned. This is what the Journal is doing, by adopting a larger perspective than the only R2P. The choice to look, in this issue, at the narrow definition of human security—freedom from fear—advocated by the Canadian approach, shows our will to adopt a critical view on the concepts and their consequences, especially as it is not the approach taken by the Journal or the CERI Program for Peace and Human Security (CPHS).

Mini Atlas de Seguridad Humana

Producido por el Proyecto Informe de la Seguridad Humana y el Banco Mundial, esta guía sobre la seguridad mundial proporciona una abundancia de información sobre los conflictos armados desde 1946. Presenta mapas de la violencia política, las relaciones entre la pobreza y los conflictos, los ataques a los derechos humanos – inclusive el uso de niños soldados – y las causas de la paz y de la guerra. Desde fines de la Guerra Fría se han experimentado cambios extraordinarios. A pesar de la violencia creciente en Iraq y el recrudecimiento de la guerra en Darfur, ha habido una disminución en los conflictos armados en todo el mundo.Las cantidades de muertes en batalla, genocidios y refugiados también se han reducido. Muchos de estos cambios se pueden atribuir al activismo internacional – encabezado por la ONU – que busca detener las guerras en curso, ayudar a negociar acuerdos de paz, apoyar la reconstrucción posconflicto y evitar que los conflictos bélicos antiguos se vuelvan a desatar.

Human Security: approaches and challenges

Human Security Report 2007

This Brief focuses on three main issues. First, it challenges the expert consensus that the threat of terrorism—especially Islamist terrorism—is increasing. It tracks a remarkable, but largely unnoticed, decline in the incidence of terrorism around the world, including a sharp decrease in deadly assaults perpetrated by al-Qaeda’s loosely knit Islamist global terror network. Second, it analyzes the marked decline in the number and deadliness of armed conflicts in sub-Saharan Africa that have taken place in the new millennium. It attributes this decline—and the parallel but longer-term fall in coups d’état in the region—to a significant increase in international initiatives directed towards stopping ongoing political violence and preventing it from restarting. Third, it updates the global trend data on armed conflicts, battle-deaths, coups d’état, and human rights abuses that were reported in the Human Security Report 2005 and Human Security Brief 2006. It finds that there has been little net change in recent years in the number of conflicts in which a government is one of the warring parties, but that other forms of political violence, including communal conflicts, have declined.
